They are insulated and can be mechanically operated from inside. There are also exterior blinds which can be mechanically operated from inside or even the option of putting a verandah type awning on the outside over the top of the window. Ceiling fans are great. We don't have air conditioning so have one in every bedroom, 2 in the family room and 2 in the lounge / dining. We have a simple white ceiling fan with the light incorporated into it (to save clutter on the ceiling) with white ceilings so the fan's don't stand out. Blinds with heavy blockout curtains over the top on the inside help heaps too. Those whirlybirds on the roof remove a lot of heat out of the roof. Good roof insulation and you can also get wall insulation. You can also get a small, older fashioned air conditioner which would cool a room that size and allow the window to be open.
