Tempering valves mixes in cold water from the system to bring it down to 50. It is a safety thing. The Clause is obviously referring to baths, showers, and hand basins in a bathroom or ensuite." If you are building you can have 60 degree water at the kitchen and laundry but not the bath or ensuite. As stated by others storage of hot water should be above 55 degrees (60 nominally) to reduce legionella risk. Legionella is present in most water supplys and proliferated between about 30 and 45 degrees, with the top of this range being most peoples ideal shower tempersture. I have been involved in the testing of hot water supplies in a health facilitiy and over 5 years we have never had a positive count from instant hot water services but have had them from storage units on a number of sites. My personal thoughts on this is that instant units heat are required and the system is flushed with each use so there is not storage where proliferation can occur.
