Is it easy to DIY if there is a concrete pod already made to place it on? How to divert the down pipes into it? Are there any govt rebates for purchasing these tanks? Plumbing is easy to a pump and that's it... If you are half handy and confident with cutting guttering downpipe & storm water pipe then go for it.

You may consider putting the tank on a stand, to raise it (it would simplify downpipe plumbing too) and increase the gravity pressure and so save on the pump and electricity connection. I have no idea whether the quote is reasonable, but I will check with a few local first before giving the go-ahead for the cost.
