It depends how well you want to insulate a room. You can get it down to pretty much soundproof if you want but you'd have to use acoustic batts + resilient mounts and furring channel + two layers of offset plasterboard and green glue to be anywhere close to that. Effective or cheap - choose one. They are pretty much mutually exclusive. Just acoustic batts alone will cut down maybe 30% of sound from the room next door but it depends how important it is for you to soundproof a room. Have a good read of some of the guides in this link http://www.soundproofingcompany.com/ then you have to decide how much you want to spend on soundproofing a wall or ceiling.
