The biggest difference the location of the gear can make is if the gear is in the theatre itself and is in view then you won't need an IR repeating kit. Other than that, the only other difference is the further away from the theatre the gear is the slightly more expensive the cabling gets (as there is more...). As far as budget goes, $5K-$7K is on the money if you're going for lower-end gear (still good brands, just their 'entry-level' stuff...), especially if you don't want a HD projector. A HD projector will add more than $1500 to the budget (hence my earlier suggested budget of $7K-$8K if you included a HD projector - which I still highly recommend if you're going to go to the trouble of doing everything else)...
