To answer your first question, draw a right angle set of lines, measure up 4.9cm (to represent the 4.9M height that is 1.7M above top floor level). From the ground point, mark 6.6cm and 9cm (represents the 6.66M fence from house wall, and the 9M point that is the overlooking point) from the vertical line. At the 6.66cm point, draw a vertical line up 2.1cm (represents your 2.13M fence. Now from your viewpoint 4.9cm up the first vertical line, draw a line to the ground point 9cm. This line intersects the fence, so there is No overlooking, and you therefore do not require to obscure your windows.
