Getting FHOG and Homebuilder Grant Early

Hi everyone,

I want to build a home that will cost around $300k. I do not want to take any loan. I have personal finance in my bank up to $265000. I was wondering can I get the 35k (FHOG 10k and Homebuilder Grant 25k) a bit early so that I can pay the whole $300k. I live in victoria and as far as I know you get 35K only when you get certificate of occupancy. Please tell me if there is any other way to get 35k early
