Retaining wall fence height?

I am going to look into it more, but has anyone every gone higher than the standard fence height with a retaining wall (picture attached) - its a standard height at the moment but we've have a few neighbours who have gotten council approval to go higher - has anyone ever gone higher and what was the max height you were able to go to?
