I think Hebel panel.
Should be more or less similar.
Hebel panels are $50-60 per sqm supply and installation labor and material costs are around $20-$25 per sqm.
Face bricks supply are starting from $1.5 per brick or $80+ per sqm + $60-100 per sqm for bricklaying and mortar (depending on where you are).
But Hebel requires acrylic rendering, which adds another $50-60 per sqm + scaffolding related expenses.

1000000% definitely add insulation. I have in my home and it makes a big difference minimising sound transfer. Insulation is pretty cheap and definitely worth it
