Will I be getting this 50K grant ??

The grant doesn't exist, it's a proposal from the Property Council to the Government. The Government has not announced any such grant.
Agree with dga that its a proposal.
Anyways reading this article shows the house construction date should be between 1 July 2020 - 30 June 2021
