It would be my last choice, if other energy sources are available. The best heat pumps are Sanden & Reclaim, though they're expensive. Stiebel Eltron also gets good reviews. Bosch & Quantum aren't bad either. You'll get a Federal rebate for a heat pump (STC's) which will reduce the price somewhat. Depending on your state, you may be entitled to a state rebate (the VIC one is generous). Same goes with solar PV. Spend a bit now, to save a lot over the long term. In most states a good quality 5kW/6.6kW system will cost around $5,000, & will pay for itself in 3-5 years, after that you'll be saving somewhere around $1,500 a year. Victoria has even more generous rebates, meaning the same system will be around $3,500 I believe, & will pay itself off in 2-3.5 years. If you get solar PV, even a cheap electric element hot water system will be cheap/free to run. In any case, make sure you get low flow shower heads. They pay themselves off very quickly.
