During all of the rain we have had our particle board flooring for exposed (yes I understand it can be outside for up to 3 months) but it has been pooling water and starting to mould up. The roof is not on yet, do you think the builder should be replacing the flooring? This certainly doesn't look good. I would be engaging with an independent inspector to have a look at this.
