The framing guys will have to fix it later. If you check your plans you should be able to work out what its for. If its for a sink it will be reduced anyway so again not as bad as if its the upstairs stack pipe. Sadly it is common but it means someone screwed up, either at the drawing stage, the people doing the slab or the framing guys, but the site supervisor will just work with what he's got and try to fix it. I'm assuming the frame is in the correct spot. You don't want them digging out the slab to move the pipe, so it's better to make the frame work around the plumbing problem.
