Building A New House

My wife are considering purchasing a block and knocking down a house and rebuilding.
We have obtained a copy of the section32 but there is a bit in there that we are unsure of.
The conveyor called dial before you dig and included that information in the documtionation.
It identified that Multigas indicate that Underground Pipes May Be present in the vicinity of and/or surrounding properties. There is then this diagram for the property.
We are unsure what the arrows and numbers mean. it also appears like there are big and small arrows, do they mean anything different?
We are wondering what it would mean for our chances to build on the property. Has anyone dealt with this before? What has happened to you?
