The actual connection doesn't happen until the meter goes in which is often at the end so any connection fees or service charges come then. But if your bill only says it's usage then it would seem that there has been a leak or someone has left something turned on. Yes it does say usage. We've been paying the construction gas bill since last year and it's always been $70 per quarter (assume this has no usage and it's just the daily lines charges), suddenly after the appliances were fitted in it jumped 10 fold. I've never had a gas bill of this scale since the time I lived in Canberra in a 4 bedroom sharehouse with central gas heating! How many MJ have they charged you for? There is obviously an issue if the house has been vacant and you've been hit with a bill that large. Have you spoken with the gas supplier to discuss?
