It looks like some sort of sewer vent, or maybe just an access cover. can I cut if off and put a fixed cap below the surface?? Looks like an old gas or water pipe, and doesn't look capped. I assume it is OK to cut it off below the surface? maybe I will drill a small hole first to see that nothing escapes??
