I am building in Adelaide and I am going to get my house designed by an independent building designer. I intend to submit to council and concurrently send it out to tender to building companies. What's the best way to go about it.
Would the planning drawings suffice or working drawings for the most approximate quote.
I intend to get the contour survey,soil tests and other surveys myself.

I would recommend you document a specification and also provide your contour map. A good specification will include a description, and in many cases, product name and model as well as quantities ie no of power points. Not the structural elements, but the elements you will interact with, or that are visible once the build is complete.

Trims, moldings, Windows, doors, opening directions, vortices or sq set, door hardware, floor covering heights. Bathware , tapware, kitchen finishes etc. The whole box and dice. The more detail the better. Then once you have quotes, you can work out who you trust. Price becomes secondary when you get down to it

So working drawings + contour survey report + engineering report (including footings design) And as much electrical specs

Its not necessary to detail every small item at preliminary design stage but allow a % for extras.
When you progress and fill the details as construction/engineering drawings progress try to stay with the predefined initial boundaries...hth

Your builder will worry about the detail with the engineering. But note if you decide on raked ceilings voids cathedral roofing fireplaces air conditioners island benches etc this will need specific details also. Your building designer should be able to give you a brief of what you need to specify.
After the design I would also get a soil test done and submit with the information. Try to localize the sample points to within your building envelope. Will help narrow down site costs.
