As the title suggests, I have not proceeded with handover due to items on the PCI not being completed. Some a small, but there are a couple of large items that I feel it's worth holding out on handing over the final payment.
Am I entitled to liquidated damages for delays on PCI items that weren't completed by handover which the builder agreed to?
I'm QLD if that makes a difference.

I am pretty keen to see some more info on this as well.
We are about to start our 2nd build, 1st time around I just wanted those keys in my hand and still have things that were never resolved.
This time around we have plenty of time up our sleeve and are in a different state to our build which means we can't check on it every 5 minutes and have every intention of holding onto that last cheque until everything is as it should be.
