There is typically two parts to the overlay - design & demolition and the restrictions associated with the overlay are often unique to each site. Where it is identified that your site is located with the TBCO overlay, the design overlay applies to any new dwelling and will require a town planning application regardless. The design overlay is generally limited to how the dwelling interfaces with the street and its façade, ultimately seeking a traditional design outcome. The demolition overlay only applies to sites with an existing house constructed pre-1946 and the regulates the extent of the demolition to pre-1946 features only. Whether you need an application will depend on the location and extent of the demolition. Hopefully this answers this helps.
