It's not like there's any detail associated with the meter box apart from showing its position Your builder sounds like he's looking for excuses to delay things but the fact is your draftsman did stuff up and thus gave your builder an excuse to use. I'm not sure of your design but it's likely that it's on the garage wall and that's what the builder assumed. If it's vastly different then you'll need to work something out. In my pre contract reviews I always check plans to make sure meter box is not within close proximity of head of person sleeping. The smart meters are made in China and no one knows the effect of EMR and the intensity they produce. In my book it is best avoided to make sure meter boxes are away from bedrooms.
