Building A New House

We are building with metricon and currently choosing electrical. We have 20 standard downlights as part of our chosen pack.
We are planning to add more downlights. But with metricon each one costs quite a lot.
They said they could provide relocation for downlights for cheaper price. I assume what they mean by "relocation for downlights"is a provision for future downlights where we just have to put the light in.
Am I correct to assume that?
In summary, Need clarification for what "relocation for downlights" mean.
I have currently asked them to clarify , just waiting on their email. I thought to write here if someone had heard this before.

I understand SAL has its own electricians on contract to quickly replace at no cost any lights that occasionally fail. This service has given installers confidence in the brand.
