Council would only need to give approval if the building did not comply with the building regs (ie to close to front) or if a town planning permit was required due to the zoning or an overlay, which if that was the case they would probably put it back on the owner to apply for anyway. I doubt anyone in victoria would have a building permit from council who is building with porter davis. I olve the stories these builders feed you.
