Junction pit (water)

Our house is nearly finished and have kind of just realised we have a 'junction' pit right in our front yard. As far as I can tell it's just our plumbers that have done it (not a council one). At the moment it has like a metal grate thing on top but the plans say concrete lid? Why would we need this junction pit? There is another little drain (? inspection point) right near it so I don't understand? Has anyone else had one of these? I have attached a pic of plans
