If a builder subsidises these costs and you don't go ahead, is there an ethical or legal obligation to reimburse them? What's the etiquette here? There are two dangers here, you become attached to the builder and that will stop you from shopping around for better price and the second is that the builder will own copyright to your dream home design so if you go somewhere else you cannot use it. So your initial discount may cost you a lot more than you think.
