Bathroom Vent pipes

Hello, I'm half way through a KDR. The roof has just gone on.
We have two ensuites upstairs.
One of the ensuites has a vent pipe (around 60mm diameter) from the floor waste etc that goes up through the roof to the outside.
The other ensuite has a vent pipe that goes up into the roof space but does not go through the roof to the outside.
The two ensuites are well separated and their waste water does not join directly.

I prefer to be 'informed' before any discussions with the builder.

Could anyone comment on whether this is acceptable or is an error?

How to remove ceiling air con vent?

How do you remove one of these ceiling air con vents? And is it possible to disconnect the duct joined to the vent from inside the house, without going into the roof cavity?

As most others have posted above the install isn't compliant. The pipe is meant to be covered in loose soil or sand, the pipe has holes in it that leaks out a termicide…
