Before the development started it had lot many trees etc. After the development the BAL ratings would change significantly. The BAL29 should not reduce valuation below contract price. Have the Bank value your land ? Lot 4049 now 2 Pakchon Street. Unfortunately registration will be in the 1 quarter of 2018.
