Hope this helps someone else as well: My lot registered in Sep 2017 and at that time I paid council charges/rates to New Breeze/Dahua via my solicitor. This was as per the agreed contractual understanding. At that time, New Breeze/Dahua did not pay the rates for 17-18 to Campbelltown and I paid those in full in Feb'18 after I received a notice/invoice. Subsequently after 6 months of followup by my solicitor with New Breeze/Dahua there was an acknowledgement that they had not paid council. Pursuant to my followup for a refund, they paid that to council in Jul'18...as a result my property account is in credit so no more payments during the year. Its close to $1300 and that what makes me wonder if there's room to get waiver or even negotiate with council as my construction won't complete in this financial year anyway. While I understand there are roads and amenities made available by council whether we use it or not, still the whole invoicing seem bit too much even before we move to the area. That will incur ones the bins have been delivered to your premises. In my council approval, a condition mentions to provide retaining wall design for construction certificate to be issued. While my builder is doing integrated retaining wall, they will include their standard design. The retaining wall am doing after handover will be less than 600mm, so I don't need to give anything else. This is what I understand from my builder. Each lot will have a valuation base date and the land is valued based upon type of use (residential, commercial..), land area and prevailing rate on base valuation date. For example - my lot is 426 sqm and registered in Sep17 and has base valuation date as 1-Jul-16 with valuation of 480k. This valuation is different from the purchase price of the land. Over the years this council valuation is unlikely to change for the given lot. They sent reports within 24 hours of the visit which was helpful. I shared the reports with builder and all issues that needed attention were addressed. There were some issues that the builder had a different opinion on (or were not included in contract) and thus were not addressed by builder. I think the inspection was useful as I have no formal qualification/understanding of construction..so a third party advice was helpful. For reference, this is the Austlii reference.
