If by borehole you imply soil test (where sample holes/pits are done) then these are standard and have to be done for every lot irrespective. If by borehole you imply piering (multiple holes dug and filled with concrete prior to slab work) then the quantity, depth of piers (and the type of concrete used) are determined by an engineer depending upon the characteristics of the lot and your house design. So these costs will vary depending upon the slope/contour, soil type etc.
Site costs towards drop edge beams, retaining walls, cut/fill depend upon the characteristics of the lot and your house design.
So you should compare the site costs for similar lots to get a better perspective. My lot has a significant slope and thus the additional site costs have been in the range of $30-35,000. Thus if the lot was flat, most of this would have been avoided.
