We haven't had any mention of anything like it in all our discussions with our sales consultant and I was wondering how everyone ends up with a prestart allowance to spend. I think that he then just reduced the price of the house by that amount. It is included in your contracted quote so your bank will cover this amount in your mortgage. We had a $5000 prestart allowance and let me tell you, it doesn't go very far! You can specify any amount you like. My advice would be to include as much as you can in the initial plans so you have very little to upgrade at prestart. If you want a fancy toilet, or different appliances, or upgraded taps, shower heads etc etc etc have them quoted for and included (make sure the exact makes and models are listed) on the quote BEFORE you sign!
