We see lot of space wasted in this plan but the dev is not ready to change it so gonna give it a pass. That would give a decent amount of garden/yard space for that size block, or possibly even room to go dual-occupancy in the future (granny flat or even townhouse, depending on the block dimensions and zoning regulations). It's not the most space-efficient plan ever and could definitely be improved, but I've also seen worse. As to whether or not it's "too small": that'd be up to you and what your requirements are. I'd caution against looking at areas and ratios and instead look at functionality. Do you want a yard/garden? Swimming pool? What are your requirements for the house? How many bedrooms? Living area arrangements? How long are you intending to live there? How many people? How is your living/family situation anticipated to change over time? etc. Focusing on numerical ratios means that you can easily lose sight of what a house is actually for. It's like those people who say "well, we're living in a house of XX size now, so to be a decent upgrade the new house as to be at least YY in size", and who then end up with an expensive house (with associated mortgage stress) that's actually worse to live in than their old one. Looking at the 350sqm lot size, re there any other recommended builders or any specific plans from them which offers better layout (and higher than this construction area than the above builder - Noble Group) and rough estimate of price of construction?
