I am on nightshift so not sure if I am just misinterpreting this info. The contract says the builder will pay the electricity but the pre-site checklist says I pay all utility bills during construction. Although in this one, the builder pays for all electrical use until handover. We have the same in our contract (builder pays for service installation and electrical use, we pay for water use).
