I have been having issues with my builder recently and the most recent issue is the payment of utility bills.
I am on nightshift so not sure if I am just misinterpreting this info. The contract says the builder will pay the electricity but the pre-site checklist says I pay all utility bills during construction.
Could some please explain this to me? Is the builder trying to get out of paying the electricity bills?

It's stating the builder will pay the connection fees for each service (gas power etc) but you must pay for the actual use of them.
Although in this one, the builder pays for all electrical use until handover.
We have the same in our contract (builder pays for service installation and electrical use, we pay for water use).
The water use on our build has only been about $45/month for the main part of the build.
