There is also contributions to be made (money) by the developer and Guarantees and if there are issues with the developer not meeting these the authoritys will not allow release of the title. Becarefull that the original develpment is as you first expected as a developer will some times go back and redsubdivide to cash in on a change in demand (for smaller blocks etc.) I would suggest the developer has had or is having problems them selves.
