When requesting to accompany our independent practical completion inspection PCI inspector, we were told we can not accompany the inspector during his inspection not by the inspector but by our site manager /supervisor instead. Does SM usually refuse owner's such request from your experience? Had the SM being seasonable? Are we entitled to if we really want to attend? Any input is great appreciated. They cannot Refuse you. Just find the clause and tell them you'll be coming as per your contractual right. AFAIK some builders will try to include special clauses that prevent independent inspectors attending, but most if not all states legislate that you or an agent have every right to be there with notice. Builders can't contract you out of legislative rights. However it's atypical for you to be walking around with your inspector at the same time, as it becomes less independent. They do their thing, you do yours and then catch up at the end for a quick chat prior your report being delivered. If your site super is still refusing, just complain to management and show up anyway. It'll be great on the report that this was an issue should anything go wrong down the track.
