That may be what they want you to have, consider number of occupants in the house and their water usage requirements. Tank water can be a lot cheaper than town water if you plan things right. Two 30000 litre tanks installed at build time can be a lot cheaper, even if concrete, and partially buried at the same time. Consider looking at alternate sewerage treatment plants, rather than the default ones the builder supplies. It is important to consider electrical running costs on these things. I've got a Worm Farm treatment plant here that does not use any electricity to operate. The supplier told me when he was installing it, many normal HSTP systems consume around $700 of electricity per year, and that was at 2013 pricing. Water pumps also will add to your electrical costs, so choose wisely too. I've got a DAB variable speed drive pump here. Location of your house and shed depends upon your building envelope. Away from the road is a good thing, but everyone will tell you costs of running water, power, phone/internet will cost you more, and it certainly will, but often not that much more than what it would cost you to run it with the house close to the street.
