I'm saying its way too much! Sometimes I get the feeling they inflate it a ridiculous amount in the hopes you won't bother so they don't have to worry about it and if you agree then they make huge mark up!
Well I am building remotely as I live overseas. Quote from builder to paint my house was 22,500. We did not discuss colours. I thought I could get it for about 18K if I shopped around, but did not have the time. The builder uses contractors who do a superb job.
I got the painters's name and contact him and he says he will do the house, I choose the colours and he recommended satin in the wet areas, all in 13k. Pulled the trigger on that decision quickly.
Need to weigh up the amount of hassle and grief you have to deal with. I have painted walls before and I must say I am not very good as it is hard to see with shadows where the missed bits are.
1,300 does sound a bit much though.
One reason that ceiling may be a different colour to the skirts and architraves etc that the OP says is in white is that ceiling paint is actually a different colour white as I believe it has grey tint (just a drop or two) to stabilise the colour. There are so many whites so it is very conceivable that it is a different colour. Now that said ceilings are usually painted by the builder and painting quotes are for walls.
