Builder says: "if you can not turn them with fingers... they are not loose" I can turn them with a spanner quite easily and they visibly moving up (out of concrete) with each turn. Can someone clarify please what does constitute a properly tighten bolt? The bolts tie down steel plates of steel posts (we have plenty of steel posts and beams that hold upstairs). Each plate has 2 bolts. Most plates are fine but in some I have one bolt loose and in one plate I have both bolts moving! "Fine" to me means I can not turn the bolt with a spanner. See photo below. Would an independent inspector see that as an issue on a pre-plaster inspection? Any help to get the resolved is appreciated.
