The scenario is thus: After the drawing was finished someone decided they wanted a different solar hot water system. I once had a case where a lady bought off the plan (units were nearing completion) with a lovely panoramic view of Melbourne from top floor only to have the view subsequently spoiled with large rooftop AC. Developer wasn't going to move it "bad luck". That's when I got involved and was able to prove that AC was on approved plans shown in different location. Guess what? Developer did move it. I purchased once it was pretty much almost built but the HWS was not yet installed. But from the plans they gave me it didn't indicate it was in direct view of the window 6 11469 That sucks!
