P = Usually filled sites which include soft soils, such as clay or silt or loose sands; landslip; mine subsidence; collapsing soils; soils subject to erosion; reactive sites to abnormal moisture conditions or sites which cannot be classified otherwise Don't be scared by those words, they say at least 60-70% of new land is rated P The L could be for long periods of wet, or dry. It just means your soil is reactive to water, but that is the same as any land. Depending on the soil you may need an engineered slab. Nothing to worry about. The 'problem' was simply a weeping bottlebrush tree whose canopy isn't anywhere near the house. There would have been a more comprehensive site report than perhaps what the builder gave you.
