Just guessing that a full brick house in Melbourne would be a bit chilly? Sorry, going slightly off topic here, but check out the following http://www.yourhome.gov.au/technical/fs47.html I think you'll find that insulation (wall and ceiling) is beneficial in any climate. 15 - 25% of heat gain is through the walls and insulation can help prevent this. The amount of insulation required does vary depending on your climate. I think the building of double brick houses in WA may have more to do with builders doing what they know and less to do with climate, just my thoughts.
