I would spray the fence dark (so it recedes) and would use photinia, one of the "supers" we had super red in our last house $10 plants covered our whole fence and above in two years. Neighbour be gone is supposed to be good too (Lilly pilly think). Trees along rather than a hedge would be nice I love the look of lush tuckeroos (cupianopsis or something like that) which are evergreen you could plant these three metres apart and have a good screen. I wanted citrus also as a screen but after weighing up water fertiliser requirement and relatively slow growth I binned the idea. I think fruit trees are a good idea too we have a plum and apricot on our back fence planted this year and screen well but are deciduous so no cover for half the year.....
