According to the contract, i need to pay 20% of total amount when the slab done.i prefer to have an independent inspection done before i make the progress payment and told my builder about my intention and asked for the schedule and supervisor's contact in Nov. I was told that my file had been moved to site and supervisor would contact me later in early Dec. However, no one calle me even i traced them every week since then. And it suddenly sent me a message said the slab had been done last Friday, and today i got the invoice to request to pay 20% before new year. This really make me upset.it is obviously not enough time to manage inspection before holidays,and it won't be able to manage it until the site supervisor to be allocated after holidays (mid Jan). The builder said that i need to pay the bill first and do the slab inspection later. I'm just worry about that they won't do the retifications if defices came out, which minimise the benifits of inspection. Can anyone advice what is the better way to manage this? I know the HIA contracts say that payment must be made within x days even if corrections need to be made. Regardless of what you are trying to organise, I doubt you want to breach the contract you signed. Even if the inspection came up with issues, this can always be rectified unless its major. If a builder does not want to do the rectifications they simply won't! You cant do that, the final payment is the only one under the contract that you are allowed to with hold.. progress payments can't be held up... but like above slab inspection needs to be done before pour as you have no way to verify piers or steel etc the only thing you can spot now is if pipes in wrong spot, size is wrong or if the actual conrete is finished to a reasonable standard... However the engineer has signe doff on it so you would assume as its on them the piers and steel are as per engineering specifications...
