There is a penalty rate specified in hia contract. but my bank broker told me that we have to ask the bank to release all the payment as defined in the hia payment schedule, otherwize it may cause us some issue. my questions are: 1. In such case, it looks like it is useless to specify such clause in the hia? how do I protect my rights? 2. What if I refuse to pay and change to another builder to finish remaining work?
