When we did our PCI, we had a list of about 4 things, and only really minor things at that (like a small tear in the fly wire). I was happy to sign but it was our SS who wouldn't let us sign until EVERYTHING was finished on the list. 7 days later he had them fixed and we signed. Absolutely disgusting behaviour from your builder!!
