Can anyone give me a rough cost if they had to put in a phone line from scratch? There is a house next door and homes across the road that would obviously be connected with landlines. I'm not too sure what you mean by "telephone line from scratch", do you mean the old twisted pair wire? If this is the case then unless you are in an estate already services with POTS (which your statement about NBN seems to indicate you are not) then the basic answer is - you can't. The telephone service is done differently, with a voice service being offered across your NBN NTD (the device NBN put on the wall), from this there are two voice lines and four data lines that can be connected to various service providers. Many telecommunications companies that offer NBN will sell you a voice package that is used pretty much the same as a normal telephone service but delivered over your nbn fibre. You'll have to work out if you want a traditional phone as well though, as that would require a cable for the phone line.
