It is certainly not advisable to live in the existing residence while renovating given the dangers it possesses. Yet this is commonly promoted to be normal and safe

Sorry to hear about your problems, but unfortunately not putting a tarp over the roof and excessive rain damage is insufficient reason to terminate your contract. As for compliance to codes and Standards most designers, trades and builders don't even have a copy of the relevant codes and standards, hence many structures/buildings are non-compliance, again, unless there are major breaches,(ie structural) it will be difficult to terminate and seek redress.
