Just a point that bugged me a lot in our house we built a few years ago - the main bathroom toilet - its too visible - line of sight from your living areas is to the toilet - can you put is sideways like in your ensuite even if you have to push bathroom out like the rear bedroom into the eave? If it was to have a lower ceiling then it would have been framed down. My thought is that it should be a credit!! to increase height to match house. The bottom chord of the roof truss will be the same height right through so the ceiling to the Alfresco would be set down to match the end of the overhang. If you raise it, the section from the Alfreco beam will be boxed down. Still looks fine IMHO. The eaves around the alfresco are 25c, which is consistent with the 28c ceiling of the alfresco. I think you'll find that more of the house is also 28c, like the scullery and garage, and maybe even the bedrooms. So the outer areas are built to 28c, and the inner ceilings are popped up higher. This reduces the outside wall heights, but I would have thought make the roof structure fairly complex. You could ask about bringing the ceiling of the whole house up to 31c, but I wouldn't count on getting that at the same price. Roof trusses are a pretty simple thing to understand (I use to detail them for truss plants for 5 years). The pitching line is the outside edge of the timber frame and if you look at the plan it clearly shows the Valley over the games coming up from the outside edge of the Alfresco. So the roof will be supported right over the Alfresco at the same height as the outside walls of the house. There would be a bulkhead (from the bottom of the facia to the inside edge of the Alfresco beam), but the rest of the Alfresco ceiling should have no reason it can not be set at 31c same as house. It will be higher than the fascia / gutter outside Bed 4 / Alfresco.
