Does the green plastic cover come off? Can we build an elevated deck over this? (which is our main plan) Which will just be stumped (no slab) and allow water to run under it? Maybe even have an access panel to lift up if it ever needed to be accessed? (Drai 3Sep 29, 2014 7:11 pm Yes, we have one of those (access to the local stormwater drainage scheme) and as dalemengel says it is indeed protected by an easement (no-go zone) so no, we can't anything build over it. If you look at your site detail drawing you should see a zone marked in as a easement to protect it. Easements are for all kinds of underground services. They are areas that authorities need to access if/when something goes wrong with the line/service and they can then easily gain access to fix it.
