I have no idea about your original question (sorry) but there might be a problem with snakes as well if you are in a semi rural or rural area. Doggie doors are way too easy for them to get in. The doors need to fully seal when closed but you are actually allowed to have them open and use them. I would think a doggy door that can be closed and has a seal would be compliant.
