Seems even they are confused by their own wording. I suppose I would call a letterbox an "ancillary structure visible to the public" as in Section 16, although I'm not sure anything specifically excludes it from also being covered by "other structure" in Section 5. In the absence of anything specific in Section 16 what is that "approved..blah blah" about? Were you supposed to include details in the plans you submitted for approval? I don't know about the legalities but it seems to me if the best they can do is write covenants that even confuse themselves and they didn't raise the issue of approving your letterbox before now then they shouldn't be so belatedly petty.
